Distinguishing between poverty alleviation and business growth

Under the same umbrella of 'enterprise promotion' came two very different types of project: those dealing with survival-oriented 'poverty alleviation' microenterprises, and those helping small businesses with the potential for growth. This article argues that a clear distinction should be made between the two groups, since the projects have different objectives, their expected impacts are non-identical, and the donors who are willing to support them have different expectations.
