On the outskirts of many of Brazil's citites, poor people illegally occupy public areas, without sanitation or other infrastrucutre and often in flood-prone areas. This article outlines urban plans that
take into account the need for a flood storage area, alternative living space for the poor, and compensation for private land owners.
