Whether refugees need project assistance beyond the minimalist 'credit-only' approach to business promotion is something that depends on the particular circumstances of the business. This article describes some features of the income-generation programmes developed to assist the poorersections of the Afghan refugee population in Pakistan; and sets them in the context of the wider poverty-alleviation debate.
