Revitalizing the dairy sub-sector in Serbia: A comparative case study of post-conflict value chain assistance

Responding to the critical gap of knowledge of value chain development in conflict-affected areas, Mercy Corps was contracted by USAID to conduct comparative research and analysis on the post-conflict economic growth strategies employed in Serbia from 2001–2004. The research studied two primary value chain interventions: interventions at the processor level and interventions at the farmer level, to determine the impact these strategies had in revitalizing the dairy sub-sector in southern Serbia. Results of the three-month research showed that processor-level interventions in the dairy sub-sector outperformed farmer-level interventions in a majority of performance categories after the post-conflict period (2005–2007) as well as provided several valuable lessons in post-conflict value chain assistance.
