Over the last thirty years, India has seen a shift from reservoirs to groundwater as the main source of irrigation. Major investments in watershed programmes have reduced soil erosion and runoff, but the unintended result has been that many watercourses are drying up. There is a need
for catchment-wide planning that takes into account groundwater abstraction, water harvesting and downstream use of water.
