From a Guest Editor
As a new departure, Small Enterprise Development welcomes a guest editor to introduce the topics under discussion in this issue. Most of the articles deal with issues facing women in business, and it is appropriate that the Guest Editor is herself a woman. Many of the problemsfamiliar to businesswomen also confront businessmen, however, and this editorial provides a fresh look at how development practitioners can best help both men and women running small enterprises.
