 In 1998 the municipality of Dondo, Mozambique, faced a crisis: a cholera epidemic, only ten working handpumps and a political promise of free water for all. Nowadays more handpumps have been built, cholera is kept at bay and water user committees collect in a small tariff to keep the water supply in good repair. How was this turnabout achieved?
